@Russ-McClelland In many cases, issues with Azure services can be caused by a variety of factors, including configuration issues, network connectivity issues, and permission issues. Users that are having difficulties may find it very beneficial to receive instructions on how to troubleshoot these issues.
I recommend providing feedback to the Azure documentation team to let them know about your concerns. You can do this by clicking the "Feedback" button on the documentation page, or by submitting a support ticket to Azure support.

In general, one thing I find lacking on most documentation pages for Azure is tips on why something may be disabled or not working. The UI is very "discoverable" but nothing helps people with problems.
