Functions with Dedicated ASP and Azure Files is not supported for backup #123142

In the section "Azure Functions (Dedicated)" we need to add comment to indicate that is only supported when using built in Storage Dedicated ASP + Azure files are not supported for the same reason discussed in "Azure Functions Consumption & Premium"
