I have read serveral article and I am still clueless how to do that. There are words about built in roles yet there are not in the portal ANYWHERE. However, I have found a lot of confused stackoverflow and learn.microsoft posts. I even read this issue https://github.com/MicrosoftDocs/azure-docs/issues/97994.
