Azure Container Apps - outbound IP #123839

Are the outbound IPs static ("az containerapp list" and outboundIpAddresses array) for the lifetime of my ACA environment?

We are integrating with an external system and need to provide IP(s) so they can whitelist it.

I came across this message https://github.com/microsoft/azure-container-apps/issues/355 and this comment https://github.com/microsoft/azure-container-apps/issues/355#issuecomment-1300619829.
