Inconsistent content #12972

The content provided here is inconsistent with the product by regions (with Azure Government filtered) here https://azure.microsoft.com/en-us/global-infrastructure/services/ Which one is valid?

@thuansoldier - the products by region page is the ultimate source of truth. C you elaborate on the inconsistency so that we can resolve it in the doc?
