@mcurko That is great feedback for the feedback. I think the document needs to clarify this better so I have assigned the issue to the content author to evaluate and update as appropriate.
I have the same thing, I have no permission to create reference data, despite being owner of all the TSI policies and Event Hub.

I have a couple of questions: 1) Are you using our S1/S2 SKU or PAYG SKU? 2) Did you create the TSI Environment yourself?
