FDR or QDR InfiniBand for A8/A9? #27027

This doc says the A8/A9 support FDR InfiniBand. But according to https://docs.microsoft.com/bs-cyrl-ba/azure/virtual-machines/linux/sizes-hpc?view=azurermps-2.4.0#rdma-capable-instances the A8/A9 only support QDR InfiniBand. Contradiction.

Submitted a fix. It is QDR. Once the PR merges the changes will go live after a few hours.
