Incorrect PowerShell command descriptions #31192

The powershell descriptions for "Minimum vCores" and "Autopause delay" are wrong. https://docs.microsoft.com/en-us/azure/sql-database/sql-database-serverless#minimum-vcores

Copy/Paste problem...

@fernandojncarvalho Thank you for pointing out the issue, I have updated the doc accordingly. The changes should be live EOD or tomorrow. We will close this issue now.
