Could we get additional information on when PKEY's will change? Will they change when instances are powered-on/off? Will they remain the same as long as the availability set is untouched? Will it change if nodes are added/removed to an availability set?

The PKEYs are assigned to tenants. Hence as long as the AVSets or VMSSs exist, the PKEYs remain the same. This is true even when nodes are added/deleted. New tenants get different PKEYs. This information is now added to the documentation.
