@brbel - Thanks for brining this to our attention. We will investigate it further. Did you see the information about creating a plan for a VM offer in this article? https://docs.microsoft.com/en-us/azure/marketplace/partner-center-portal/azure-vm-create-offer#plan-overview I agree that the Publishing guide for virtual machine offers on Azure Marketplace article needs work. We have an update of that article scheduled for the upcoming weeks.
