Hello @VWilcox2000 Thanks for the feedback on this document section.
The document Choose the right IoT Hub tier for your solution gives information that "You cannot upgrade from the free tier to either basic or standard." There is a special 'Note' displayed for this purpose.
I have verified this on the Azure Portal as well, the below image tells us that the Free tier IoT Hub cannot be upgraded to either basic or standard.

Page discusses free tier of IoT which common sense would indicate is to evaluate then upgrade to the other tiers, but the sentence says this:
IoT Hub also offers a free tier that is meant for testing and evaluation. It has all the capabilities of the standard tier, but limited messaging allowances. You cannot upgrade from the free tier to either basic or standard.
*** Suggestion: Change "cannot" to "can"
