Working directory wrong for latest OPC Publisher #64487

For the OPC Publisher it refers to folders called /appdata but in the latest version of OPC Publisher the working directory is /app. This breaks the container persistance if not configured correctly.

@barnstee - can you confirm that the working directory has changed. Looking at https://github.com/Azure/iot-edge-opc-publisher/blob/master/README.md, it's still showing as /appdata.
