Support for Azure Private Link #68764

Could you please include the support for Azure Private Link to the Platform capabilities table? Although Azure SQL Database supports the Private Link feature to provide data exfiltration protection, the table still lists the Service Endpoints which is an older feature in comparison.

@rohitnayakmsft @srdan-bozovic-msft do you know who owns private link? I'm not sure what to add in db vs mi. Feature owner should update this table.

My proposal is to add a new line item to the table with capability named like "Private connectivity" @srdan-bozovic-msft is this ok with you?
