Need to update information for Existing Postgre Servers (Button won't be available for another few months)

The following Line is sort of incorrect. All new clusters have restore button enabled by default and for existing server, the button won't be available for another 2 months (August/September) timeline. We can mention that as well as suggest customer to open a support ticket if they want us to do a restore on their behalf till the restore button is available in few months. I have ICMs as well as Team Posts that reflect this detail.

At this point it is confusing for customer and set wrong expectation that we can enable the button for them.
