@Markus-Wolff Thanks for contacting Microsoft. Are you able to access the Azure Portal?
I can access the Azure Portal and now also did found Cloud Service Classic; I was even there able to create the service; however, the deployment failed. It gave me the following message: "message": "The requested VM tier is currently not available in West Europe for this subscription. Please try another tier or deploy to a different location."
I also tried the same in the "East US" region with the same failure. Maybe another VM tier, which is available can be used, however, I found nowhere in the azure portal or in the cscfg-file an option/setting for the VM tier or the SKU. Can you please hint me, what I need to do in order to successfully deploy the split-merge Cloud-Service?

Cloud Services (extended support) is a new Azure Resource Manager based deployment model for Azure Cloud Services product and is now generally available. Cloud Services (extended support) has the primary benefit of providing regional resiliency along with feature parity with Azure Cloud Services deployed using Azure Service Manager. It also offers some ARM capabilities such as role-based access and control (RBAC), tags, policy, and supports deployment templates.
With this change, the Azure Service Manager based deployment model for Cloud Services is renamed as Cloud Services (classic).
Please follow these steps to create a Cloud service extended support via Azure portal and let us know if you still see this error: https://docs.microsoft.com/en-us/azure/cloud-services-extended-support/deploy-portal
Also, please share your subscription type (pay as you go, free trial?) I tried creating Cloud services Classic in East US and the deployment was successful. Depending on the type of your subscription, you may get an error like:

Thanks for your help already. I am clear, that the correct service for the initial mentioned SQL Merge and Split Service is Cloud Services (classic). With this service and my Visual Studio Professional Subscription, I am able to create the Cloud Services (Classic); as described in the SQL Merge and Split Guidance, I added the certificates, when I go to the step "Deploy your service", and upload the cscfg and cspkg, it accepts the request for deployment. However, after some time in the logs, the message "message": "The requested VM tier is currently not available in West Europe for this subscription. Please try another tier or deploy to a different location." appears. I have also created, a classic Cloud Services in East US; there the same message appears during deployment.

@Markus-Wolff I would suggest to create a support ticket to enable your subscription as shared in the comment above by Karishma . It could be related to subscription type. Support will be the best point of contact for this issue. https://ms.portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade/overview . I am going to close out this Git issue for the time being but please feel free to comment back if you need anything or run into any issues creating the support ticket. Azure Cloud Service can no longer be found in the Azure Portal; I was only able to find it via search engine. It seems to be in extended support; as I will need soon sharding and split-merge for a productive app; can you please provide a new and supported option.
