Suggestion: replace ngrok with localtunnel

The doc suggests usage of ngrok tool, which is paid and closed source. I found it very useful to debug event grid functions using localtunnel. It's free, open source tool so might be easier to use for wider audience, Especially because localtunnel allows you to set subdomain, e.g func1.loca.lt that you can reuse, while ngrok, on free tier, gens random domain every time you start a tunnel.
