@soelchma,Cloud Shell storage with the tag ms-resource-usage = 'azure-cloud-shell' is excluded. Azure storage firewall is not supported for Cloud Shell storage accounts.

Already it's mentioned here: https://azure.github.io/PSRule.Rules.Azure/en/rules/Azure.Storage.Firewall/
