FIPS 140-2 compliant or validated? #87946

I know it sounds like I am splitting hairs, but it's an important distinction. Is the implementation of AES FIPS 140-2 validated?

@x509cert - We don't yet have an answer for this question, although we've been trying for a long time. When we do eventually have the answer, I'll update the documentation and also this issue to let you know.

I apologize that this has taken so long. There are internal dependencies that the Azure Storage team cannot control.
