Inconsistent list of foundational/mainstream services #88479

The list of foundational/mainstream services is inconsistent between the documentation of Azure Services (https://docs.microsoft.com/en-us/azure/availability-zones/region-types-service-categories-azure) and Azure services that support availability zones (https://docs.microsoft.com/en-us/azure/availability-zones/az-region)

e.g. Azure DNS Private Zones is a foundational service in "Azure services that support availability zones" but not included at all in "Azure Services"
