How to rotate certificate in KeyVault if expired or superseded #89862

This document needs to provide guidance on how to update the configuration if the certificate used in KeyVault has expired or is superseded by a new certificate. The current script at https://www.powershellgallery.com/packages/ConfigureWVDSSO only facilitates configuring a new environment. If the certificate is expired or the customer wants to replace the certificate, their is no guidance on updating AD FS.
