Hello @owingruters, this is an expected behavior, as of now you can create WAF for Azure CDN via Az CLI command as shown below.

@ChaitanyaNaykodi-MSFT thanx for your reply. What is the reason for not offering this in the portal. Is the use of WAF in CDN discouraged, or maybe will be deprecated in the future? In other words, does this option have a future or will it all become Frontdoor or App Gateway?

They hv removed all doc of how to create from portal. (Even the CDN section of WAF.)
Ok, quite clear now, the CDN WAF is retired.

This page described that I should be able to choose Azure CDN in the "Policy For" dropdown, but that dropdown is only filles with Frontdoor and Application Gateway. According to and also earlier experience it should be available: https://github.com/MicrosoftDocs/azure-docs/blob/main/articles/web-application-firewall/cdn/waf-cdn-create-portal.md I though maybe it is only available in a certain region becaise of the preview state, but there is no selection on region, so it is global. Does it still have to be added or is/will WAF in CDN be deprecated?
