I've created an internal workitem to update the error code information when I get more back from our engineering team. I'm closing this issue for now, I will post more info when I have an update. #please-close

Hey @fowl2 - This isn't exactly my area of expertise, but I will try and take a stab at helping out here.
Quick clarifying question: Was this error returned via an application you were using? Or, are you trying to make requests to AAD and are encountering this error? If the former, then it would be best to contact the app owner so they can help with this. From what you mentioned in your initial message it seems like the former, but I wanted to confirm.

Hey @fowl2 - gotcha. It's not planned for right now, but if I get more requests for this I will re-open and update the doc.
@nickludwig I don't understand - it's "not planned" to tell me what this message means? This is not a purely academic concern - I'm receiving this message!
And, as I mentioned earlier, please be honest and close this issue "Not planned", if it's not planned, rather than "completed" :)
@fowl2 - apologies! I misunderstood the request. Re-opening now.
I chatted with a few folks on my end and this error is typically thrown when a national cloud feature switch is disabled in the environment in which the request is getting sent. Given you're getting this issue with Windows Settings, and not in an environment which you control, perhaps it'd be worthwhile to contact Windows support?
If that avenue doesn't work, I can keep digging on my end to see if I can pull up anything useful.
I'm an global admin of the tenant in the national cloud, is there any configuration I can change there?
@fowl2 - not sure off the top of my head. I'll see what I can find and get back to you.
@fowl2 - we'll need to investigate this further. Do you know the associated app ID? Or, do you have request ID/correlation ID on hand so we can take a closer look?

It would be great if some information about this error could be added to this page.
I have received this after clicking a notification that navigated to Windows 10 20H2 Settings -> System -> Shared Experiences and then clicking "Fix now".
The device is AD Joined, AAD Joined to a tenant in AzureGlobal, and AAD Registered to a tenant in AzureChina.
