Describe the bug Download PDF does not work for https://docs.microsoft.com/en-us/workplace-analytics/*

To Reproduce Steps to reproduce the behavior:

  1. Go to side - https://docs.microsoft.com/en-us/workplace-analytics/index-orig
  2. Click on Download PDF (linked to: https://docs.microsoft.com/en-us/Workplace-Analytics/opbuildpdf/toc.pdf?branch=live)
  3. Error: requested PDF will not be downloaded - download do not start - actions ends up on blank side
    (https://opdhsblobprod03.blob.core.windows.net/contents/c061aa4c5f284dcfb016c4d96b230182/d98c1dd4008f04b2e9800998ecf8427e?sv=2015-04-05&sr=b&sig=WESJsyY9QrOBPhdwBADuhwbz%2BsJGFTqc8sYojnJyvBU%3D&st=2019-02-20T21%3A07%3A48Z&se=2019-02-21T21%3A17%3A48Z&sp=r)

Expected behavior download of requested PDF
