Describe the bug docs.microsoft.com denies service to older browsers due to overzealous HTTP settings

To Reproduce

• On XP, open old Chrome, say 24
• Go to docs.microsoft.com
  • if you need a concrete page: https://docs.microsoft.com/en-us/dotnet/api/system.array You'll get : ERR_SSL_VERSION_OR_CHIPER_MISMATCH

Expected behavior

• To see the page - all pages

On the same XP and Chrome. It's not a bank guys - it's DOCS - doesn't need https at all, but if it's already enforced you can at least keep it lax. People go to these pages when they really need them.
