Rouge </b> tag on API page #1409

Content issue in the block of text under "Parameters->pszTargetName"

Problem: The paragraph opens a bold section <b> but then encodes the closing tag's brackets &lt;/b&gt;, causing the rest of the page to display as bold. Seen in Chrome on Windows 10.
