The current version docs are empty and marked as applicable only to PowerShell, but in fact this library is compatible with .NET Standard 1.6.

@rloutlaw @mimisasouvanh please help route this issue. Not sure who owns the PowerShell Core SDK. Metadata should also be updated to include ms.author.

That DLL is part of PowerShell. There are known issues with how we publish the Dotnet reference for PowerShell. The process is currently manual and there are issues with some assemblies getting included properly.

@joeyaiello will have to speak to this.
