When using darktheme https://docs.microsoft.com/en-us/windows/release-information headlines are illegible #3414

Describe the bug Dark theme is not ADA compliant. You can barely see the text.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'https://docs.microsoft.com/en-us/windows/release-information/?source=docs'
  2. Click on 'select Theme -> Dark'
  3. Scroll down to 'Release history'
  4. Notice all headings are the same color as they would be if it was light thing. Black on a Darkgrey background is very hard to read

Expected behavior Dark theme should be easy to read
