List Management Group Operation Does Not Recognize Inherited Scope #3450

Hi Team,

Issue: When I try to list the management group information using this REST API: https://docs.microsoft.com/en-us/rest/api/resources/managementgroups/list, I can not get the management group information where the RBAC role is inherited from up level management groups. I have to assign an actual role to current management group (the scope is this resource) and then I can get the information when I list the management groups.

My Requests: 1.May I ask if production team can improve the list management group REST API so it can list all the management groups without manually assigning an actual role to each of the management group? For example: if I am the owner of root tenant, I should list all below management groups using this API.

2.Currently, may I also ask if this kind of behavior can be documented so users will not be confused when listing management group?
