Offline help is incomplete

Using the Help Viewer in VS2017 with all relevant books added, lots of content, especially Win32 API documentation, is missing. Some categories aren't included at all, others have only some functions available. In the latter case a warning on the top says "You are viewing online content. The topic is not available on your computer, but it is available in one or more books. Select a book to download." but the book it suggests (e.g. "Windows Desktop App Development") is installed. Re-installing the book(s) does not help.

Examples of missing docs I can remember:

• GDI reference (missing completely)
• DLL functions (missing e.g. DisableThreadLibraryCalls, FreeLibrary, GetProcAddress, …)
• Memory management (missing VirtualQuery, GetProcessHeap, HeapAlloc, …)
• Direct3D 11 (missing e.g. ID3D11Device, ID3D11Device1, ID3D11Device4, ID3D11Device5 interfaces while their member functions are mostly available, …)
• Media Foundation (missing e.g. IMF2DBuffer interface while its member functions are mostly available, seems to be a recurring pattern with COM interfaces)
