"Download PDF" broken

Describe the bug A clear and concise description of what the bug is. The "Download PDF" link on this page: https://docs.microsoft.com/en-us/windows-hardware/manufacture/ is broken.

To Reproduce Steps to reproduce the behavior:

1. Go to '...' https://docs.microsoft.com/en-us/windows-hardware/manufacture/
2. Click on '....' "Download PDF" (on the left).
3. Scroll down to '....'
4. See error A normal download dialog opens, but when the download begins, my downloader reports "Server error". I have tried several differing downloaders.

Expected behavior A clear and concise description of what you expected to happen. I expect to download the PDF.
