Add NET Desktop Runtime 5.0.17 as requirement for MRTK3 Mixed Reality Feature Tool #619

The MRTK3 Mixed Reality Feature Tool v1.0.2206.1 Preview shows the error "To Run this Application You must Install .net". Error shows even if .Net 6 Desktop Runtime 6.0.6, (June 14th, 2022), is installed. The fix is to install .NET Desktop Runtime 5.0.17. I recommend you list .NET Desktop Runtime 5.0.17 as an install requirement. for MRTK3 Mixed Reality Feature Tool.
