Add Hydraulic Software as an MSIX partner. #352

Hydraulic makes a tool that can build MSIX packages on any platform given only a simple config file.

How can I sign the CLA? The link takes me to a page that says:

You will reply with a comment to accept the agreement on behalf of yourself, or, if you've been authorized to sign on behalf of your company, there is a different syntax for that.

But the syntax to use doesn't seem to be mentioned anywhere. @anarvekar-msft perhaps you know, as you were the last to commit here?
