I have found that the Common Issues -> Windows Version list on this page is incomplete.
Specific to Windows 10 Enterprise, the required version to use .appinstaller files is actually 22H2 (19045.2006). When attempting to use .appinstaller files on Windows 10 Enterprise with versions 21H2 (19044.1288) and lower the following error message is received:
This .appinstaller file is using a new schema which is not valid on this OS version. Please update to the latest version of Windows 10.
Now, while this message is technically correct, it does not match with what the documentation suggests. And further, changing the schema does not resolve the issue. Using schema 2017, 2017/2, or 2018 will not resolve this.
My tests were as follows:
Install new copy of Windows 10 Pro 20H2, success
Install new copy of Windows 10 Enterprise 21H2, failure
Install new copy of Windows 10 Enterprise 22H2, success
Please either update this page or similar documentation pages to note that there is a special case for Windows 10 Enterprise.
