Node.js 16 LTS support #6

Issue 5 from Gsonovb is 2 bugs but the description is ambiguous:-

  1. Similar to sinedied mslearn-staticwebapp PR 88 I replaced node-sass with sass@1.51. This worked fine on MAC but I got errors on Windows... So I had to delete and recreate the package-lock.json file. :(
  2. Similar to nathanweeks mslearn-staticwebapp-api Issue 10 I bumped the ExtensionBundle version to "[1.*, 4.0.0)". I also had to update azure-functions-core-tools... 
    npm install -g azure-functions-core-tools@latest
