Fix SEO so this page is returned as top result for "build api based me" #10730

"build API based ME" top result in Bing is the SBS guide, which is not very useful. https://learn.microsoft.com/en-us/microsoftteams/platform/sbs-api-me-ttk?tabs=vscode%2Cviscode

It should go to this page instead (the current one). https://learn.microsoft.com/en-us/microsoftteams/platform/messaging-extensions/build-api-based-message-extension?tabs=token-v2
