Warning about encoded URIs in Outlook is confusing #10893

It says:

Deep link to a Teams application with encoded URI isn't supported in Outlook.

It's unclear what this is trying to convey. Does it mean that deep links to Teams applications where the URI isn't encoded do work in Outlook? Or is it saying that deep links to Teams apps don't work in Outlook at all? Why is Outlook specifically called out -- do they also not work in Microsoft365.com? Or elsewhere?
