Premium Capacity requirement for paginated reports is unclear

For question : #what-capacity-size-do-i-need-for-paginated-reports-

If we do not need to buy a Premium capacity. "Size of recommended Premium/Fabric capacity would depend upon expected usage" do not make sense and it's quite confusing.
