CPU differences between task manager and process explorer #763

Hi, I started to looking for why I have feeling that my laptop is freezing, even there is freezing on outside, it should not impact to the laptop. I had a feeling that task manager does not show all of the processes and take a look by the process explorer. But then I realized that process explorer and task manager seems to be living in different reality:

If you compare these two: image

They looks so different, but I have not found idea why is that. OS is Win11.

Part of this behavior is intentional (Task Manager appears to account for decreased processor speed / parked cores). Will look into this.
