[USE] Add script tags for Unicode 16 #1134

Unicode 16 encodes several new scripts. Those that will be handled by the USE should be listed in the "Writing system and language tags" section of the USE documentation. Those that won't should be added to the documentation of the shaping engine that will handle them.

Script tags have already been added to OpenType 1.9.1 Alpha.

The new scripts are:

Script Unicode / ISO 15924 ID OpenType script tag
Garay Gara gara
Gurung Khema Gukh gukh
Kirat Rai Krai krai
Ol Onal Onao onao
Sunuwar Sunu sunu
Todhri Todr todr
Tulu-Tigalari Tutg tutg

I thought DirectWrite and Harfbuzz had somewhat different lists of what scripts they handled by invoking the USE. Is that not the case anymore? Or, since this is the Microsoft typography website, is DirectWrite assumed?

This is fixed in the USE documentation dated 09/15/2024, except that the hyphen in Tulu-Tigalari is missing.
