I'd believe it to mean the program or software you're using to create whatever it is you're creating (i.e. Photoshop, Microsoft Office, etc.). Some of these programs have versions with a special limitation that only allow it to be used for home/non-commercial purposes, such as the Home & Student version of Office. You'll wanna check on your own end if you have the home/non-commercial version, or a version that allows commercial use.
For the answer to this question: Can I sell things I print from Windows, say a book, report, t-shirts or crafts that use fonts that come with Windows? Unless you are using an application that is specifically licensed for home, student or non-commercial use, we do not restrict you from selling the things you print and make using the Windows-supplied fonts.
What is the word 'application' referring to? Is it referring to different versions of Windows or is it referring to some other kind of application that a person could use to actually print with. To be honest, I would find it hard to believe stopping someone from printing any font would be enforceable since only the code of a font is copyrightable, but in a physical form it isn't.
