This is a longstanding known problem for OpenType. I know in Word certain ligature based characters for Arabic are broken when Kashidas are added automatically when medium to high justification is applied, e.g.

FYI, HarfBuzz addressed this with https://github.com/harfbuzz/harfbuzz/pull/3762, and LibreOffice 7.5 makes use of it.

Thank you khaledhosny for sharing this. I think we want to have this implemented in OpenType; therefore, similar results can be achieved on different surfaces across different platforms.
