It's very confusing while a designer want to get some information about the core concept and resource of Fluent Design System, if they visit https://www.microsoft.com/design/fluent/#/ and want to find something, they'll get nothing but a bunch of document for developers. make a independent page specific for designers will make designers more quickly find the resources they want.

Redlines, metrics, and the visual spec for the controls, layouts, patterns etc would do well on the Fluent site, and focus the docs on the implementation of controls and patterns.
