No "AdvertiserId" through winrt

I was developing a web app by using UWP, and when we tried to retrieve this value as what it said on this document, there is no value returned, no matter on test env or real device. Is there problem in getting this value from JS? what's the better way to do so? Thanks.

And a sure thing is that the "Advertiser" profile is turning on through my logged-in user.
