Upgrade version of packer and use version with native support of Hyper-V #2

This will make the system work in Windows 10 (if creating Hyper-V machines). We should start using the version in this PR and move to the final once it is merged. In the meantime it will be great if we could make the installer in #1 to download the code and compile it.
