What this PR does

Adds support for Packer 1.0
Adds support for Windows 10 Build 1703
Fixes Autologon with Windows 10 Build 1703
Adds Automated copy of new files to Mac
Adds script to install required programs using chocolatey
Adds retry when the generation process fails
Improves VMS generator code
Fixes unattended installation of Parallels Tools
