Hey Kramit,
This might depend on your ALH. I know with Skillable MD-101 labs, all users were prompted for Windows Hello. The ALH is responsible for the tenant configurations.
The tenants are provided by Microsoft in a pool for the ALH to then assign from Microsoft. The ALH does not configure them. MD-101 was fine, MS seems to have changed the tennant config that was to be used with MD-102.
This is not an ALH issue, it’s an MD-102 author issue.

security defaults are not on with the lab tenant by default so each time you log in with a user account you are not prompted to set up windows hello and and PIN as instructed with the labs
Again, I do not believe that whoever is authoring these labs is actually testing anything before release. Is there someone there at Microsoft getting paid for this?? To actively make MCT's and the people running the course look bad, and make your product look bad too?
