The Reports and then Organizational Data options are not there on the Microsoft Purview Portal, thereby impacting the subsequent two steps as well.

working on issue now will report back with the fix.

resolved. The reports page has not been deprecated so the instructions have been updated for users to learn how to now enable audit logging, however, these steps are not needed, and users are instructed to not complete those steps.
