Fixes #117 .

Changes proposed in this pull request:

Task 2, Step 4: The button is now “+ Create new policy”
Task 2, Step 10: Under Target resources, select No target resources selected.
Task 2, Step 17: After policy creation, we are returned to the Overview page, not Policies.
