add basic tests and test harness with Pytest

Although this PR adds some tests, I had to:

Include a requirements.txt that has the dependencies for this to run
include a pytest.ini to point pytest how to load the source since it isn't packaged
modify train.py to have a helper function that can be tested

I installed some dependencies but not sure if the versions are OK for what this project needs
