I have not seen this error "The remote certificate is invalid because of errors in the certificate chain: PartialChain". I am only speculating: 1) Don't use the "global" region. The Document Translation service requires a region other than "global". Adjust your subscription as well as the settings in the app. 2) Are you using VPN (private network)? If so, make sure both endpoints and the storage location are covered in your private network.

I am not sure whether this really is the problem, but I would try it: Your screenshot shows that you have set "global" as your region. That is not a valid region for document translation. If your Azure Translator resource really is in global, create a new one in a region other than global.
